Instructions on Filling in a Finnish-Russian Railway Consignment Note

Goods are consigned from Finland to Russia, other CIS countries, Latvia, Lithuania and Estonia or to countries further away with the Finnish-Russian railway consignment note.

In rail transports via Russia to other countries consigners shall consider when filling in the consignment note that the consignment note is replaced by a SMGS waybill at the Russian border station (Buslovskaja, Värtsilä or Kivijärvi).

Consignment note sheets

1 CONSIGNMENT NOTE for the consignee (goes with the consignment to the destination station and is handed over to the consignee with the goods);
2 WAYBILL for the destination railway (goes with the consignment to the destination station and stays with the destination railway);
3 WAYBILL for the border station of the railway of departure (goes with the consignment to the railway of departure's border station where the consignment is handed across the border and stays at the station);
4 WAYBILL for the departure station (stays at the departure station);
5 DUPLICATE OF THE CONSIGNMENT NOTE for the consignor (handed over to the consignor after the transport agreement has been concluded);

When shipping goods from Finland a "WAGON NOTE for the destination station" as shown by the specimen is attached to the consignment note (goes with the consignment to the destination station and stays there).

A WAYBILL (additional copy) shown in appendix 9 of the Conditions of Carriage in Rail Traffic Between Finland and Russia is attached to the consignment note for the train ferry port for consignments to Sakhalin Island and consignments addressed to Jakutia Railways' (OAO ZDJ) stations. 
Additional copies of the Waybill for transit railways are not currently needed because in transports from Finland via Russia to other CIS countries the consignment note is replaced by an SMGS consignment note at the Russian border station. 

The additional copy of the Waybill may be included as part of the consignment note sheets or it can be a two-sided stamped photocopy. 

Filling in the consignment note

The consignment note is filled in either in Finnish and Russian or in one of these languages depending on the transport direction (Into Finland - in Russian, from Finland - in Finnish).

The consignor fills in on the first sheet of the consignment note the fields which have not been ringed with a bolded line and which are indispensable to transport the consignment in question.

The railway fills in all fields which have been ringed with a bolded line on the first sheet of the consignment note and all required fields on the reverse side.

Information entered into the consignment note shall be entered within the boundaries of the appropriate fields. An exception are cases referred to in section "General instructions concerning fields 9-13."

Filling in a consignment's consignment note

A consignment note shall be filled in for each consignment A consignment is a lot transported in a wagon, container or wagon group.

a) Wagon load consignment

A wagon load consignment is a consignment sent with one consignment note and a separate wagon is required or provided at the request of the consignor. The main rule is that a consignment note is drawn up for each wagon.

Coupled wagons
When shipping long goods loaded in two or more coupled flat wagons only one consignment note is drawn up and the notation "Do not disconnect coupled wagons" is entered into the consignment note's field no. 12 "Description, codes of goods". 

One consignment note for a block train or wagon group
Based on a written request by the consignor one consignment note may be used to transport uniform goods (ore, coal etc.) in a block train or wagon group to the same destination station and same consignee, if all railways participating in the transport have given their consent. In these cases the consignor shall enter the required information on the form "Wagon group list on wagons transported on one consignment note as a block train or wagon group" (Appendix 10 of the Conditions of Carriage in Rail Traffic Between Finland and Russia) and give with the consignment note one copy of this Wagon group list for each page of the consignment note and additional copy of the waybill. One copy of the Wagon group list is returned to the consignor with the duplicate of the consignment note (sheet 5). Instructions on filling in the Wagon group list are available at the end of these instructions (in Finnish) (Appendix 10.1. of the Conditions of Carriage in Rail Traffic Between Finland and Russia)

In consignment note fields 27 "Wagon", 28 "Load. capacity", 29 "Axles" and 30 "Tare weight" the consignor states the number of wagons in the block train or wagon group and makes the following note: "... wagons. See attached Wagon group list." 
Enter into field 12 "Description, codes of goods" (or into fields 9-13) of the consignment note the number of the permit issued by RZD to transport the goods with one consignment note as a block train or wagon group. 

Thermally regulated goods
A separate consignment note shall be drawn up for each loaded and empty (not loaded) thermally regulated wagon. A consignment note is not drawn up for generator vans only. The number of the generator van is entered into field 27 of the consignment note of one of the wagons in the wagon group: "Generator van37xxxxxx".

b) Container consignment


A container consignment is a consignment or empty container shipped with one consignment note in a general purpose or special container. 

A consignment note is drawn up for each loaded and empty container. 

c) Groupage consignment


In these instructions a groupage consignment refers to a consignment in which several consignments are shipped in one wagon (never in a container) and a consignment note is drawn up for each consignment. A consignment shall have the same consignor, consignee and destination station. These transports shall be agreed beforehand with VR and the party paying the freight for the transport in Russia.

d) Restrictions

The following goods may not be transported in the same wagon with one or more consignment notes:

  • easily perishable goods with other easily perishable goods if they are transported at different temperatures;
  • easily perishable goods with other goods if the easily perishable goods require temperature monitoring or other special handling;
  • goods mentioned in the regulations on the transport of dangerous goods by rail between Finland and Russia with other goods if it is forbidden to load them in the same wagon;
  • goods loaded by the consignor with goods loaded by the railway.

The following cannot be transported in the same wagon:

  • several wagon load consignments;
  • a wagon load consignment with a groupage consignment;
  • a wagon load consignment with a container consignment;
  • a container consignment with a groupage consignment;

e) Empty wagons


A consignment note is drawn up for each private wagon, wagon group or block train returned empty after the transport of goods. 

When returning a wagon group or block train with one consignment note a Wagon group list conforming to Appendix 10 of the Conditions of Carriage in Rail Traffic Between Finland and Russia is also drawn up. The use of one consignment note shall be agreed on a case-by-case basis by the consignor, the consignee and the railways.

Corrections to the consignment note

The information entered by the consignor on the consignment note shall not contain any corrections. In exceptional cases the consignor may make corrections to at most one or two consignment note fields if the information content is related. In these cases the consignor shall confirm the correction with its signature and stamp.

Changes and additions made by the railway on the consignment note are signed by the railway official and stamped with the station stamp.

Responsibility for the consignment note information

The consignor is responsible for the correctness of the information and declarations on the consignment note. The consignor is responsible for all consequences if the information is entered incorrectly, inaccurately, is incomplete or entered in wrong consignment note fields. 

Filling in the fields

II Consignment note page 1

Character legend used in these instructions in front of consignment note fields:

x - to be filled in by the consignor;
o - to be filled in by the railway (operator);
xo - to be filled in either by the consignor or the railway (operator).

x 1 Consignor, postal address

Enter the consignor's name and exact postal address (street, building and flat number, postal code, postal office, country). The consignor may be only one natural or legal person.

If the consignor of the goods is a natural person, that person's first and last names and address shall be entered.

Enter the consignor's customer number into the box.

x 2 Delivery contract

Enter the number of the delivery contract between the seller and buyer (exporter and importer) in the field.

x 3 Station, railway of departure

Enter the actual departure station name. Enter in the first box the letter code of the original country of origin in transports between Finland and Russia, e.g. FI and in the second part of the box enter VR Transpoint's 5 digit station number code, e.g. 00218.

x 4 Consignor's declarations

Enter into the field declarations conforming to the Conditions of Carriage in Rail Traffic Between Finland and Russia, e.g.:

  • information on the forwarder representing the consignor and/or the consignee;
  • corrections to the consignment note;
  • information on compliance with customs, plant protection, veterinary, health and other regulations issued by the authorities, such as information concerning export declarations, e.g. Export declaration "Company Ltd" date and customs office or information on an import permit which is under the responsibility of the consignee, e.g. "import permit no. 1234, 26 April 2006 Buslovskaja";
  • instructions in case of obstacles concerning the transport or handing over of the goods;
  • the terms of delivery of easily perishable goods;
  • In transports from Finland via Russia to third countries, when the consignment note is changed to an SMGS consignment note, the final consignee in the destination country with postal address;
  • the final consignee at the destination and the consignee's postal address, when other modes of transport are involved;
  • if the information concerning the transport permit do not fit into field 44, enter the information here;
  • the note "Declaration of value not stated" when transporting items for personal use, to be used at home or for other purposes. The notation is confirmed with the consignor's signature.

x 5 Consignee, postal address 

The consignor enters the consignee's name, postal address (street, building and apartment number, postal code, postal office, country) and, if possible, the consignee's phone and fax number. 

The consignee may only be one natural or legal person.

If the consignor of the goods is a natural person, that person's first and last names and address shall be entered.

Do not enter as consignee the destination station or its manager or an address without the consignee's name, e.g. "under orders from..." or "The holder of the duplicate of the consignment note." An exception are those cases in which a Finnish-Russian consignment note is changed to an SMGS consignment note at the Russian border station.

Enter the consignee's OKPO code in the box if the consignor has the code.

If the destination station is in Russia, enter in field 5 the consignee's name and exact postal address and required consignee's codes. 

In addition, in the following cases please pay attention to different ways of notation:

a) Combined railway and waterway transports to Russia: In transports to Sakhalin island the consignee located on the island is stated as the consignee. 
In transports to Russian sea and river ports from where the transport continues by waterway, enter as the consignee the forwarder operating at the sea or river port who accepts the goods from the railway and forwards it as a waterway transport. Enter the final consignee in field no. 4. 

b) In transports via a Russian port to a third country (e.g. Japan or South Korea) enter as the consignee the port forwarder and its postal address who accepts the goods from the railway forwards it as a waterway transport. Enter in field no. 4 the actual consignee of the consignment in the destination country and the consignee's postal address. In these transports the railway transport's destination station is in Russia.

c) If the destination station is in Kaliningrad enter the "Station manager" as the consignee, referring to Russian border station's (Buslovskaja) manager and enter the final consignee in field no. 4. The consignment note is changed to an SMGS consignment note which is used to transport the goods via Russia and other countries to Kaliningrad's destination station. 

If the destination station of the railway transport is in another country than Russia enter as the consignee the "Station manager", referring to the Russian border station's (Buslovskaja) manager and enter the actual consignee and its postal address in the final destination country in field no. 4. 

x 6 Remarks

Enter in this field notations meant as notes for the consignee and which do not set any obligations or liabilities for the railway. 

This field can be used to state the declarant, i.e. the party making the customs clearance declaration at the Russian border station.

x 7 Border crossing stations

The consignor enters the border station of the country of dispatch through which the goods have to be transported.

When transporting goods from Finland through RZD to a third country the consignor enters also all the railway border stations through which the goods are transported and the official letter codes of the railways, e.g. Ozinki, RZD.

Enter in the first part of the box the code of the final destination country, e.g. RU and in the second part the number code of VR's border crossing station 00493 (Vainikkala), 00445 (Niirala) or 00949 (Vartius). 

x 8 Destination station (and railway)

The consignor enters the full official name of the destination station and the code of the destination railway which in transports ending in Russia is RZD or the code of the local railway.


The consignor may state that the goods shall be handed over on the consignee's track. 

When transporting goods to the Sakhalin island the consignor shall enter in this field, in addition to the destination station and railway, the name of the port station and train ferry port through which the goods will be transported and when transporting goods to Russian sea and river ports for further transport by waterway the name of the port station, railway and sea or river port,

When transporting goods via Russian ports to third countries (the destination station of the railway transport is in Russia) the consignor enters in this field in addition to RZD's port station "To be further transported by waterway ..." (enter the final destination and country)".

When transporting goods via Russia to third countries (the destination of the railway transport is in another country than Russia) the consignor enters in this field the Russian border station and the letter code of the railway "RZD" (Buslovskaja RZD, Värtsilä RZD or Kivijärvi RZD). The consignor enters in the same field on the following line "To be further transported to … station" (enter the final destination station and railway in the final destination country), e.g. Buslovskaja RZD to be further transported Zaporozhe Levoe, UZ. 

In the first part of the box enter the numerical code of the destination railway, e.g. 20 (Russia), 21 (Belarus), 27 (Kazakhstan), 22 (Ukraine) and in the second part the destination station's 6-digit numerical code, e.g. 033502.

General instructions concerning fields 9-13

All the space in fields 9-13 may be used to enter the information. The order in which information concerning the goods is entered shall correspond to the order of the fields. 

If there is not enough space to enter all necessary information the consignor shall enter them on the additional sheet in accordance with Section 6 of Article 8 of the Conditions of Carriage in Rail Traffic Between Finland and Russia. The additional sheet is drawn up on a white paper equal in size with the consignment note and shall contain the notes: "Additional sheet" and "Consignment note no. …"

The additional sheet is attached to the consignment note in five copies. The additional sheet lists the markings and numbers of the parcels, the number of parcels, packaging, the goods denominations and weights. The consignor signs all copies of this additional sheet. An original signature is required only for the copy of the additional sheet attached to sheet 1 of the consignment note. The total number of parcels and the total weight of the goods is entered in consignment note fields 10, 16 and 14, 17 and in field 12 "Description, codes of goods" enter the notation "The goods are listed on the additional sheet in attachment".

The consignor may also attach additional sheets to the consignment note to provide information on field no. 4 "Consignor's declarations" and field 23 "Documents attached by consignor"

One of the five copies of the additional sheet is attached to the consignment note, one to the Duplicate of the consignment note for the consignor and one to each Waybill for the departure station. In addition, one copy of the additional sheet shall be attached to all additional copies of the waybill. 

The consignor shall enter in field 23 "Documents attached by the consignor" of the consignment note the number of the additional sheets attached to the consignment note. 

When shipping long goods loaded in several wagons coupled together and the information of the buffer wagon does not fit in field 27, enter the rest of the information in fields 9-13. The buffer wagon is marked with a notation "Buffer wagon"

x 9 Marks and numbers (of the parcel) 

The consignor enters the marks and numbers on the parcels in accordance with Article 14 of the Conditions of Carriage in Rail Traffic Between Finland and Russia.

When transporting loaded or empty containers enter the number of the container which is composed of four Roman alphabets and seven numbers, e.g. RZDU2605829.

x 10 No. of pack (parcel) and size

Enter the number of parcels in the consignment and the number and size of containers in container transports, e.g. 1 x 20'.

If the goods are transported in flat wagons and the number of parcels is over 100, enter instead of the number of parcels the notation "bulk".

When transporting small unpackaged goods accepted for transport only on the basis of the total weight without counting the number of parcels, enter instead of the number of parcels the notation "bulk". 

When transporting goods on pallets enter the number of pallets. 

For bundled items state the number of bundles.

x 11 Kind of pack (packaging)

The consignor enters the type of wrapping or packaging of the goods, e.g. paper sack, wooden box, and in container transports the type of container. For general purpose containers enter the word "Container", for special purpose containers enter the type of container, e.g. tank container, open top container.


Packaging types are the same as in customs declarations, e.g. customs transit declarations.


When transporting goods on pallets write "Pallet"

x 12 Description, codes of goods

Enter in the consignment note the goods' denominations and the 8-number CN code from the CN nomenclature.


When transporting dangerous goods the goods' denomination shall be entered in accordance with the regulations on the transport of dangerous goods by rail between Finland and Russia.


If the above nomenclature does not contain the denomination and code of the goods, select a code which is comparable to the transported goods on the basis of its production and usage purpose and material.


The consignor can enter below the CN code also the GNG code (Russian Railways' HHS nomenclature) and/or TN VED code (Russian Customs nomenclature), if the denominations are different.


Make the following markings below the denomination of the goods:


When shipping goods the loading and transport of which is governed by the regulations on the transport of dangerous goods by rail between Finland and Russia, the consignor enters markings conforming to column 9 of the above regulations. The consignor underlines the denomination of the goods and the markings in question with red, writes them in red ink or uses a red stamp.


When shipping long goods loaded in two or more wagons coupled together, enter the marking: "Do not detach coupled wagons".


If other transport devices than pallets are used, enter the name of the device and their quantity.


When transporting goods which are accompanied by the consignor's or consignee's escort write under the denomination of the goods the notation "Consignment accompanied by an escort" and state the escort's first and last name. In addition, RZD writes down the document number proving the escort's identity. In addition, the consignor writes, if required, the name of the border station from where the goods are transported accompanied by the escort to the destination station. If the consignor and consignee have agreed on changing escorts in accordance with Section 1 of Article 6 of the Conditions of Carriage in Rail Traffic Between Finland and Russia, the consignor shall state the name of the border or intermediate station at which the changing of the escorts takes place.


When returning an empty wagon after the transport of goods enter "Empty wagon" in this field and the denomination of the unloaded substance, 8-digit CN code and required dangerous goods markings.


x 13 Volume


When transporting timber or light goods the consignor enters the cubic volume of the goods.


x 14 Weight kg - according to consignor


The consignor enters the gross weight of the goods in kilos. When transporting goods in containers, on pallets or when using other transport devices enter the gross weight of the goods (incl. packaging), the tare of the container, pallets or other transport device and the total gross weight.


For bundled items state the total weight of the bundles.


x 15 Consignor's signature


The consignor confirms the information entered in the consignment note with its signature which can be entered by hand or with a stamp.


x 16 Packages altogether (in letters)

In field 10 state the number of parcels or containers in letters or write down the notation "bulk".


xo 17 Total weight (in letters)


Enter the total gross weight of the goods stated in field 14 in letters.


x 18, 19 Not in use


x 20 Carriage charges paid by


When transporting goods by rail between Finland and Russia the consignor enters in field 20 the name of the party paying the carriage charges on VR's and RZD's network. If the forwarder, freight agent or other party paying for the freight pays the carriage charges on RZD's rail network, enter the code or accounting organization in addition to the name of the forwarder, freight agent or other payer.


In transports to Sakhalin island enter the name and code of the forwarder, freight agent or other party paying the carriage charges on RZD's rail network until the train ferry port. In transports to other sea and river ports enter the name and code of the forwarder, freight agent or other party paying the carriage charges on RZD's rail network until the port.


If railways of transit countries participate in the transport (incl. RZD in transports to third countries), the consignor enters the letter code of each transit railway, the name of the forwarder, freight agent or other payer and its code and accounting organization through which RZD's payments are remitted, e.g.


RZD OAO "Ekspeditor" kod 1234567 cherez "……" 
KZH OAO "Ekspeditor" kod 7654321.


When transporting goods from Finland enter in the field "for the railway of departure" the name and customer number of the payer of freight for the section of the route transported by VR.


x 21 Type of consignment


The consignor ticks the appropriate box: single, wagon or container consignment.


x 22 Loaded by


The consignor ticks the correct alternative. In single, wagon or container consignments write down the party which loaded the goods or the container in the wagon.


x 23 Documents attached by the consignor


The consignor lists all documents attached to the consignment note (e.g. export permit, customs, veterinary, plant protection, health and other documents, certificates, lists and consignment note additional sheets required by regulations issued by the authorities) and states their number.


A maximum of five sheets of documents which are meant exclusively for the consignee may be attached to the consignment note. If the number of the above documents surpasses five sheets the consignor shall place them in the wagon, container or a parcel located in them and enter a notation on the subject in the consignment note fields 9 -13.


x 24 Declaration of value


The consignor enters the declaration of value of the goods in letters in the currency of the country of dispatch (EUR or RUR) in accordance with Section 2 of Article 9 of the Conditions of Carriage in Rail Traffic Between Finland and Russia.


If the consignor does not declare the value of goods meant for personal use, to be used at home or for other purpose enter the notation "Declaration of value is not made" in field 4.


A separate charge is collected for the Declaration of value.


o 25 Consignment note no.


Enter the consignment note number in accordance with internal regulations of the railway of dispatch. At VR the Asiakirjat document service numbers the consignment notes or the customer can choose a number to enter in this field.


All sheets of the consignment note, incl. the wagon note and additional copies of the waybill shall have the same number.


26 Customs notes


Field 26 is for notes made by customs officials.


In this field the consignor may enter a T1 notation and the party responsible for customs transit if the party responsible for the customs transit is other than VR-Group Ltd.

General instructions concerning fields 27-31


Enter in these fields information on the wagon used in the transport. Either the consignor or the station of dispatch enters the information on the wagon depending on which one loads the goods.


When shipping goods which are transported with one consignment note as a block train or wagon group, the consignor states the number of wagons and enters a notation:"… wagons. See Wagon group list in attachment."


xo 27 Wagon


Enter the wagon number and the number code (separated by a slash) of the railway which has registered the wagon, e.g. 24538745/20, 56789101/20.


When shipping long goods loaded in two or more wagons coupled together, enter the number of each wagon. A buffer wagon is entered as follows, e.g. 40000234buffer wagon. If the field does not have enough space to list all wagons they can be listed in fields 9-13. Write down in field 27 "see fields 9-13".


xo 28 Load. capacity


Enter the capacity stated on the wagon in tonnes.


xo 29 Axles


Write down the number of axles in the wagon.


xo 30 Tare weight


State the tare in tonnes marked on the wagon as accurately as stated on the wagon.


xo 31 Checked tare weight


Enter the tare in tonnes determined by weighing the empty wagon to one decimal accuracy. The consignor may state the tare determined by weighing the wagon on a weighbridge to two decimal accuracy.


o 32 Weight kg - determined by railway


Enter the weight of the goods in kilos determined by the railway.


33 Not in use


o 34-38


Fields 34-35 are filled in by VR and fields 36-38 by RZD.


The consignor enters in field 34 one of the following markings for the customs clearance of the goods in Finland: Export, EX, T1, VRT1, T2L or other short description.

xo 39 Seals. Number of seals. Markings and numbers


Enter the number of seals, markings and control numbers of the seals placed on the wagon or container. Tick the right alternative to indicate the party which sealed the wagon or container, the consignor or the railway.


The seals of a car, tractor or other vehicle are noted in a separate declaration (Appendix 13).


o 40 Date stamp (station of departure)


After accepting the goods for transport together with the consignment note VR stamps, as proof of the conclusion of the transport agreement, all sheets of the consignment note, all additional sheets of the waybill and additional sheets of the consignment note with the date stamp of the station of departure that the stamp is legible.


o 41 Date stamp (station of destination)


After the goods arrive at the station of destination VR stamps sheets 1 and 2 of the consignment note and the additional sheets with the date stamp of the station of destination.


xo 42 Way of determination of weight


State the way of determination of weight of the goods, e.g.: "Weighbridge", "Weight marked on parcel", "Weighed".


o 43 Stamp of weighing station, signature


The weight stated in field 32 (weight determined by railway) is confirmed with the signature of the official of the weighing station and the station stamp.


xo 44 Transport permit


Enter the numbers of the transport permits conforming to the Conditions of Carriage in Rail Traffic Between Finland and Russia.


x 45


Agreement number in export transports. Enter the number of the transport agreement/special transport concluded between the consignor and VR Transpoint. If the consignor's representative pays the freight enter in this field the number of the representative's agreement. If the agreement number is not stated the consignment is transported according to the general tariff.


x 46


Enter the consignee's 4-digit code which the consignee received from RZD. If the consignee does not have the code enter "9999" as the code.

Consignment note sheets 1-5 and the reverse of the additional copies of the waybill are filled in only by the railway.

When shipping goods from Finland VR fills in fields 93 and 94, if required.


93 Railway's note


If required, the railway makes markings concerning the transport of the goods, e.g. changes made to the transport agreement by the consignor or the consignee, a notification on obstacles concerning the transport or handing over of the goods, suspension of the calculation of the transport deadline, markings concerning the transportability of goods transported on its own wheels, changing of seals, markings concerning the opening of wagons/containers at the request of the authorities.


94 Executive record no.


An executive record is drawn up.


96 Border station stamps


Border station date stamps are stamped in the order followed by the transport route.


97 Advice to consignee


Enter the date and time when the arrival of the goods at the destination station has been communicated to the consignee.


98 Delivery of goods to consignee


The delivery of the goods to the consignee is confirmed with the destination station's date stamp and the consignee confirms with its signature and date that it has received the goods.

Use of a wagon group list

Based on a written request by the consignor one consignment note may be used to transport a single type of goods in a block train or wagon group (ore, coal etc.) to the same destination station and same consignee, if all railways participating in the transport have given their consent. In these cases the consignor shall enter the required information on the form "Wagon group list on wagons transported on one consignment note as a block train or wagon group" (Appendix 10 of the Conditions of Carriage in Rail Traffic Between Finland and Russia) and give with the consignment note one copy of this Wagon group list for each page of the consignment note and additional copy of the waybill. One copy of the Wagon group list is returned to the consignor with the duplicate of the consignment note (page 5). In consignment note fields 27 "Wagon", 28 "Load. capacity", 29 "Axles" and 30 "Tare weight" the consignor states the number of wagons in the block train or wagon group and makes the following note: "... wagons. See attached Wagon group list."

Enter in field 12 "Description, codes of goods" (or in fields 9-13) of the consignment note the number of the permit issued by RZD to transport goods with one consignment note as a block train or wagon group. 

Instructions on filling in the wagon group list of wagons transported on one consignment note as a block train or wagon group (Appendix 10.1 of the Conditions of Carriage in Rail Traffic Between Finland and Russia). When transporting goods on one consignment note as a block train or wagon group the consignor gives with the consignment note a copy of the wagon group list for each page of the consignment note and additional copy of the waybill. The wagon group list is an integral part of the consignment note.


The consignor fills in the fields of the wagon group list fields with the exception of the fields ringed with a bolded line which are filled in by the railway.

The numbering and titles of the fields of the wagon group list correspond to the field numbering and titles of the consignment note.

The following fields of the wagon group list are filled in accordance with the Instructions on Filling in a Finnish-Russian Railway Consignment Note (Appendix 8 of the Conditions of Carriage in Rail Traffic Between Finland and Russia):

In field 27 "Wagon" enter the wagon number and the railway number code separated with a space character.

If the space in field 39 "Seals of" is not sufficient to enter the information on all seals placed on a wagon, the space on the following lines of the field may be used.

In field 93 "Railway's note" enter information concerning the wagon in question, e.g. "Wagon uncoupled."

On the Total line enter the summary information: in field 27 the total number of wagons, in field 14 the total weight of the goods in all wagons according to the consignor, in fields 74, 76 and 78, 80 the freight and surcharges to be paid by the consignor or consignee. Do not fill in fields indicated by an X.

The consignor signs the wagon group list. The consignor's signature may be made by hand or with a stamp.


A notification on a car, tractor or other machine moving under its own power (Appendix 13)

The consignor shall fill in a notification in two copies in the language of the country of dispatch conforming to Appendix 13 of the Conditions of Carriage in Rail Traffic Between Finland and Russia when transporting a car, tractor or other machine moving under its own power. The notification shall state the number of seals on the car, tractor or other machine moving under its own power, the markings on the seals, the number and location of tool and spare part boxes. One copy of the notification is attached to the inside of the body side window and the other copy is attached to the consignment note.

Cars transported from third countries via Finland to Russia by rail can be transported without the above notification and the list on the tool and spare part boxes.


The contract of carriage change order (Appendix 16)


If the consignor changes the contract of carriage, i.e. changes the destination station and/or the consignee; returns the goods to the station of departure or stops the goods during transport, the change to the contract of carriage is made on the basis of a written change order.

A separate copy of the change order shall be drawn up for each consignment and the consignor shall hand it over to the station of departure and to the consignee's railway border station of the country of destination. The consignor shall also write down the text of the change order in field 12 "Description, codes of goods" of the duplicate of the consignment note. The duplicate shall be presented to the railway together with the change order.

The station of departure confirms having received the change order by the station date stamp which is stamped in the consignment note duplicate below the change order written by the consignor and by the signature of the station official who received the change order, after which the station returns the consignment note duplicate to the consignor.
